Paul Bugeja was born in Sliema and started his career as a teacher in 1931. He joined the British Army at the beginning of World War Two, was commissioned in the Intelligence Corps and sent to India where he organized classes for the teaching of Basic English in Prisoner-of-War Camps. By means of a system of "delegated instruction" he taught English to thousands of Italian and Japanese Prisoners of War. In 1946 he was recalled from the Army by the Malta Government, appointed Organizer of Adult Education in the Department of Education, and was responsible for the eradication of illiteracy in the Maltese Islands. Capt. Bugeja was a well known educational broadcaster for many years and is the author of several text-books in Maltese, English and Italian. As Organizer of Adult Education he has attended various sessions of the "Committee for Out-Of-School Education" of the Council of Europe both in France and in the Netherlands. His paper "Adult Education in Malta" was published by the Council of Europe in Strasbourg in 1967.
